Fuzzing: We need to add some fuzzed traders who are at risk of being distressed.

The path for the panic required the party to not have enough margin after the order was cancelled and replaced by the amendment.
In the fuzzing atm we have fuzzed traders with lots of collateral and risky traders who don't. So the fuzzed traders who are submitting amendments whilst in isolated margin mode probably have too much funds to get the second condition of the panic.
Tldr we need to add some fuzzed traders who are at risk of being distressed.
