language issues

1. No BI greeting. Need to translate "Hello {{user_first_name}}. RiskMap bot helps you report and view flooding in real time." into BI (leaving {{user_first_name}} in EN.
2. messages-id.json has wrong emergency number for ID. Reads 911. What should it be? Should it be different for English?
3. Strings in https://github.com/urbanriskmap/cognicity-reports-facebook/blob/dev/src/lib/messages-id.json need translation still.

2. Indonesian emergency call is not yet integrated into a specific number (i.e police has its own call center, so does with the BPBDs and the city of Bali or Bandung). In this case, I would recommend not to put the emergency number for Indonesia.
