DOJ scraper missing proper titles for summary/full breakouts

This report on Teresa Carlson from the DOJ All Reports page...

Gets saved as two separate reports, each with the title of its link:

It should either only appear as one report (the full report) that uses the original title, or it should appear as two reports -- the summary, and the full report -- that use the original title and append some suffix like (Summary) onto the end of it. My preference is the latter, so we don't lose information.
