Currently sequence ids are added to payloads that don't have them by hotfixes. habitat doesn't need (or want) them, but spacenearus does.

This is all fine, but should probably be a job for the spacenearus uploader instead.

While we're there, the OSIRIS/PETUNIA lat/lon injection bit should probably go; docs without 'required' fields should be dropped.
