Attempts to pull up the versions listed here failed because there are no fips builds in https://containers.istio.tetratelabs.com that I can find. Example:

(⎈|redacted:default)➜  redacted git:(master) ✗ curl -s https://containers.istio.tetratelabs.com/v2/pilot/tags/list | jq ".tags[] | select(test(\"fips\"))" | wc -l
       0

This same empty yield returns on proxyv2 as well as pilot and other containers listed in this checklist.
