Logical xor is refactored in tenstorrent/tt-metal#14340 to a DPS op for tt-metal. The current implementation of logical_xor op (as DPS op) in tt-mlir compiler requires #1119 to run logical_xor on hardware devices. So the runtime and perf tests are disabled till tt-metal uplift is completed.
