Sublime Text (Build 4180) uses wrong keyboard layout on macOS

Description of the bug

I have a Sublime Text (Build 4180) installed on macOs 14.4.1 (23E224). System language is set to "English UK". Keyboard layout is set to "German" in maxOs System settings.

All my apps use the german keyboard language. But Sublime Text uses english layout. So I can`t write umlauts like üöäÜÖÄ and usual special char bindings to not work like usual in German keyboard layout.

Steps to reproduce

1. Set macOS Language to "English UK"
2. Set Keyboard layout to "German"

Expected behavior

German keyboard layout should be used in Sublime Text, like it is in all other apps of my macOs.

Actual behavior

English keyboard layout is used. I can`t type umlauts like üöäÜÖÄ and key bindings for special chars are not like they use to be in german keyboard layout.
