observation:

• Application has no sub-verse.
• Bit it has a heading + tags.

Two levels of ordering:

1. "Grouped" by the highest-level tag-node of the lwc. For untagged lwcs, use "Other"
2. Order by VID, and/or the overlap relevance of the query-range vs. the lwc-range.
