rest: centralise error messages for workflow sharing #580

We should centralise workflow sharing errors somewhere, as we currently have various variations of the same error, for example for share_workflow:

User with id '{user_uuid}' does not exist.
User {user_uuid} does not exist
User with id:{user_uuid} does not exist
