As discussed in quattor/template-library-grid#201, the plan is to remove VO templates from the template library and turn them into site-specific templates that a site can generate and maintain with VOConfig task from SCDB (to be rewritten as an independent tool).

Replacement tool implemented in quattor/tools#18, documentation should still be updated.
