change metadata uploader to validate run prefixes as well as metadata fields

Currently this is a 2 step process:

1. fix issues with sample and prep template;
2. Then submit to qiime for processing where run prefixes are checked.
   Can this all be done in step 1?

It occurs to me that we frequently upload metadata before we have
sequence files. In those cases, the run prefixes cannot be checked during
metadata upload.
