Add support for Observability

Now that Baselime is tightly integrated with Workers can we add support for the Observability flag in wrangler?

This provider is tightly coupled to https://github.com/cloudflare/terraform-provider-cloudflare/ and any new features will land here as soon as they are released upstream.

We recommend opening this feature request with the upstream Terraform provider.

Thank you! I opened a request with CF support to have it added since the terraform provider issue types are for bugfix only.
