Describe the bug
There have been reports that collectstatic doesn't always clean up existing files (even with
--clearoption) and upgrade causes pulp not to start due to stale symlinks. The error seen when this happens:gunicorn[3175494]: FileNotFoundError: [Errno 2] No such file or directory: '/var/lib/pulp/assets/guardian/img/icon-no.svg'To Reproduce
