Replace AppGateServer with PATH for local poktroll development.

Goals

• Deprecate AppGateServer
• Make PATH the priority for all future
• Enable a local end-to-end load testing flow

Deliverables

Local:

• [@red-0ne] Add PATH to tilt and all related LocalNet environment tooling
• [@red-0ne] Identify missing gaps in PATH
• [@red-0ne] Ensure all our documentation is updated to use PATH instead of AppGateServer
• [@okdas] Ensure PATH provides all the same metrics as AppGateServer
  Remote:
• [@okdas] Ensure PATH is deployed to our DevNet + Staging environments
  Secondary:
• [@red-0ne + @okdas] Remove AppGateServer completely once all of the above are done
