When a new version of a monograph is created the old chapter authors are added to the new chapter version in the author sequence, that is the sequence for the publication and not for the chapter, s. https://github.com/pkp/omp/blob/stable-3_4_0/classes/publication/Repository.php#L234. Thus, the chapter author sequence would need to be considered here.
Also when exporting the chapter in the native export -- the author publication sequence is used, s. https://github.com/pkp/omp/blob/stable-3_4_0/plugins/importexport/native/filter/ChapterNativeXmlFilter.php#L139. Also here the chapter author sequence would need to be considered.
