For OSS ORE project a long-term archiving option is needed:

Connection with a service for long-term archiving of the content externally (e.g., Portico17, LOCKSS18 etc.).

See what exactly will be used
Test and eventually update the PKP PLN plugin (https://github.com/pkp/pln) for 3.6 release
