Describe the bug
Completing the review process on behalf of the reviewer will leave the review to step 1. In many cases this might not be a problem, but if the reviewer tries to access the review afterwards the read the discussions concerning the review, she can not access the discussions grid which is not visible in step 1 of the review process.

If the editor chooses to complete the review on behalf of the reviewer, it would maybe make sense to move the review to step 4.

To Reproduce
Steps to reproduce the behavior:

1. Go to a submission with an open review request (for example Christopher submissionId 12)
2. Under Reviewers choose additional actions > Review Details
3. Click Confirm
4. Now try to log in as the reviewer and access the same review, the form is stuck to step 1.

What application are you using?
OJS and OMP probably all versions, including 3.5
