[OJS] recommendOnly Section Editor can not make a new round review in 3.4

In version 3.3, a section editor with the recommendOnly option can create a new review round, but in version 3.4, despite the fact that the link is present, if he clicks he gets :

“You do not have permission to record this decision on this submission. ”

I think recommendOnly editors should retain the ability to create a review round, as there's no option to make a “create a new review round” recommendation.

tested with testdrive 3.3 et 3.4
