consider restructuring repos

Currently we have one repo for documentation for services, and another with the services.

Neither one covers all the services, e.g., DateLife services are not covered. Really this is just for services and wrappers developed at NMSU.

So, the structure here is not going to be logical to outsiders.

Consider whether it might be better to break these up into individual repos, one for each services.

Removed some duplicate and unnecessary directories from phylo_webservices repository.
Need to do the same on other repositories.
