Shallow merge "externalDocumentId" is not implemented according to spdx-spec/v2.3 #69

Hi
we are trying shallow merge with SPDXMerge and found that externalDocumentId should have "DocumentRef-" and "unique string"

Instead, it has only SPDX-ID
