Build does not refresh build when key files changed

Changing key files in a project such as index.html or AndroidManifest.xml do not trigger a
fresh build which will pick up the changes.

To guarantee a build that picks up the changes, you must first delete the project's bin
directory and then build it. The build system should detect which modules need
rebuilding and pick up any saved changes.
