How to use Lightning CSS with webpack?

According to the docs, when using webpack one can use Lightning CSS as a minifier.

However, also according to the docs, one of the things it does during minification is:

Lightning CSS will remove vendor prefixed properties that are not needed according to your configured browser targets.

If I set up Lightning CSS with webpack according to this documentation, will it also add vendor prefixes based on my configured browser targets, like the autoprefixer in Post CSS used to do, or only remove the ones that already exist and are unnecessary? If only the latter, is there a way to make Lightning CSS add them as well when using webpack?

🤦 I've just realized that there's the Playground page and it looks like minification is both adding and removing vendor prefixes as needed.
