ApiKey table width is not consistent

The width of the ApiKey table on the user content panel should always take up the full width of the panel, like the Permissions table. Appears to happen when there are not many scopes attached to the api key item.

While updating this, the height should adjust to fit all scopes for a user with many scopes.

Also, the list of API Keys should be sorted by expiry date, right now it appears unsorted.
