Add the ability to change PLCC version in project structure

Is your feature request related to a problem? Please describe.
I selected a PLCC version when creating the project but a new version came out since then, and I want to download the newer version and change the used version to it.

Make the same PLCC version drop-down in the project setup wizard present in the project structure modal

Describe alternatives you've considered
I did not. Feel free to add some though
