What "Built-in" app does Meshtastic Use To Save Configuration Files?

The feature "works" and while it volunteers a file name the "Save" button is grayed-out.
I admit I aggressively manage the apps on my phone so it's highly likely I have disabled something that Meshtastic uses for file management. The "File" app is not "managed" so it (Meshtastic) must be using something else to put stuff to storage.
I guess I could systematically test a whopping lot of system apps to try to isolate this myself but a developer could save me a lot of time by discussing the dependencies Meshtastic assumes will be available.
There is no Permission for file storage, only Location and camera (and why camera?)

"Download Manager" is required by Meshtastic v2.5.2 to save configuration files on my version of Android 11.
Download Manager on Android 5.1 can't be disabled (without ADB) on my old phone but... Android 5.1 who cares?
This would explain why Meshtastic does not ask for Permission to access the filesystem, it's using the Download Manager like a web browser does. Good enough, it works I guess but this kind of information should be posted someplace. I guess it is now. And camera is so you can glom the QR code off someone else's phone screen or snag a channel posted at an event or someplace.
