Hey, can you please specify what you mean by offline? It does not require any internet and can run independently on one machine.

Hey, I just looked at the files, and it seems that there seem to be some problem with the zip files. I'll update them as soon as possible. Sorry for the inconvenience.
As for how to build one for yourself, the way I did it was watch some videos to learn basics of Unity and then start implementing the features that I wanted and learn them whenever I encountered something that I didn't know. It was an interative process, so you can take a look at the source code of the project to understand how I implemented some of the features like SONAR etc
