Replace mcollective manifests with MCollective module

There are existing modules on Puppet forge to configure this functionality. Please consider replacing the manifests with the pre-existing module. In the case of MCollective and SCL, we may need to extend or modify the module's capability, and/or feed our features upstream into that module.
