We should have two topics/queues:

Retry queue (from this "dlq" we are re-consuming the messages and retrying for a period of time)
Final retry queue (from this "dlq" we are not re-consuming, but it has bigger retention time)
Optional: CLI to repost messages from the final DLQ to the system topic as means for backfill
