Describe the bug.

a new column was added to secrets_policy and secrets_pattern table but that column will not be added if the table already exists..

Logs have

E0719 20:22:44.815095       8 secret_updater.go:221] SecretsManager unable to persist secret Prod-Tenant2 node/qotd-rating-eks/observability from Prod-Tenant2/com-ibm-mesh-agent, error: pq: column "secret_exists" of relation "secrets_policy_12" does not exist
