Add fields to indicate whether FA is:

  • open/closed (to new suppliers)
  • complete/incomplete (in terms of need for mini-competitions)
  • limited or not (to new buyers)

as in chapter 2 of The Law and Economics of Framework Agreements.

With this, we can remove dynamic purchasing systems as a distinct technique (they are "open" FAs).
