Does this takes into account the award or contract status? If a contract has a dateSigned ahead of the release date, but the contract is in the pending status, should the date discrepancy be allowed?

@romifz I think the semantics of dateSigned is that it must be the actual date of signature. We don't want fields to change semantics based on status fields, if possible (there are some exceptions that we want to remove in future versions of OCDS: open-contracting/standard#914)
