Seems like a probable reason for CSO events is a certain amount of rainfall within a given period of time. Would be interesting to correlate these two and use rainfall as a predictor.

@fgregg feel free to add some thoughts here.

Browsing around the MWRD website, they have another very useful page of precipitation measures for 12 rain gauges they control:

Scraped that data, it goes back to 07/31/2006: c623942

One thing I noticed, within basins, the measurements were pretty variant (just eyeballed, can look tomorrow at the stats). The average for the basin appeared more reliable.
