Add support for automatic key rotation in OCI vault (MEK)

In a recent version of the OCI terraform provider, the option to add automatic key rotation for MEK in OCI vault was added.
Our customers would like to make use of this feature to improve security baseline without a manual dependency.
I hope this feature can be added for a future release, although this requires support for a higher version of the OCI terraform provider (feature introduced in release v5.31.0)
