We're focusing on the 1st. To update the regular menu we can give permissions to mess committee members to create a form submit-able only by the corresponding hostel residents. This form will consist of a poll regarding some proposed menu items which allows the hostel members to actually have a say in what the menu is going to be.
Mess rebates
Filing for rebates is very much manual and can be automated with a nice calendar view as well. Some features would be:
Setting a rebate period for the future at any time; the next day or in the next month
Removing/reducing a rebate period if it hasn't happened yet.
Ensuring the cap of a rebate period being 10 days per month.
Mess dues
Dues should be more comprehensive than the current system of simply getting an opaque monetary value of how much you owe.
