Chop up hazard rasters to slice grid -- should speed up intersection process for large analyses.
Currently global aqueduct flooding rasters are several GB uncompressed. For a large number of slices, a given slice is small in extent and yet we have to open the planet sized file to lookup the relevant hazard intensity values.
