Yarn v3 does not work with Build plugins

It has been reported that Build plugins installed in package.json do not work with Yarn v3. They show an error message Plugins must be installed either in the Netlify App or in "package.json"..

This still seems to be an issue on yarn v4, btw. Is the resolution to stick to yarn v1 or v2?
