[Issue]: Switchroot LineageOS Balanced Framepacing capped around 53-54 FPS after boot #1429

Describe the bug

On Lineageos (Android 14) https://wiki.lineageos.org/devices/nx_tab/variant2/ after boot if you startup Moonlight with Balanced Frame Pacing set, your rendering framerate will reach max around 53-54 FPS despite that the incoming is a solid 60 FPS or higher for example 120FPS

Steps to reproduce

  1. Boot up Lineageos
  2. Startup Moonligh with Balanced framepacing and with Performance metrics
  3. Notice the rendering framerate is around 53-54 FPS despite the incoming is a solid 60.

Workaround

  1. Press the ON/Off Button on Switch to switch off the screen
  2. Press again to Wake up the screen
  3. Reconnect to the stream
  4. Notice now the rendering frame rate is solid 60

Issue does not reproduce with other frame pacing methods.

However it would be good to understand how to debug this most likely somehow the OS does not reporting something correctly to the client.
