Aggregate on measurement values

@roland-hochmuth @rbrndt In this change new aggregated metrics are introduced counting the number of status measurements with the given value. As far as I understand it would not be possible to implement it with monasca-aggregator because we cannot filter on measurement values. Is that correct or is my interpretation wrong?

It would not be impossible to implement filtering/aggregating on metric values, but it currently doesn't exist here. What is being adding in the change you linked sounds very similar to a histogram approach which could be a very interesting capability to add to the aggregator.
