Automatically link to bug reports in posts and comments if they aren't linked yet

The Problem

Often, bug reports on the subreddit are only mentioned by their ticket ID in posts and comments. You need to copy those IDs manually and go find them yourself.

Example: https://www.reddit.com/r/Mojira/comments/jwxwat/mc205814_is_not_a_duplicate_of_mc204842_and/

Possible Solution

r/isa should monitor new comments and posts on /r/Mojira (and other whitelisted subreddits), and reply with a comment linking to the bug reports, if necessary. For the example above, this could look like this (on Reddit it could also be formatted as a table):

• MC-204842 – Some partial blocks that pop off when underwater, cause water to show flowing animation at the sides – Won't Fix
• MC-205814 – Parity Issue - weeping twisting vines can't waterlogged – Duplicate
