The Bug

If someone reports a bug, and that bug gets closed as a duplicate of another ticket that is private as well but has been reported by the same person, Arisa posts the "private" duplicate message saying that the reporter won't have access to the bug report, which is false.

Expected behavior

Either: Don't post a message altogether, or post the regular duplicate message.

This was fixed in #667 but apparently the fix didn't work.
