Cannot pull modelled properties on new form in behavior

Describe the bug
Cannot list modeled properties when creating a new behavior and assigning a new element to that behavior

To Reproduce
Steps to reproduce the behavior:
1- New behavior
2- Select element on that behavior under "Elements" tab
3- Go to Visual rules and try to add a new one
4- See the property dropdown does not pull primary/linked twin properties.

Expected behavior
A list of primary and aliased twin properties should be listed as we select the elements for a behavior.

After creating the behavior with element selected, then I can edit that behavior with modelled property dropdown is working
