The default "Welcome to nginx!" site is not disabled, which stops consul UI being accessible on port 80 (the default site appears to take precedence).
Unless set, the dependencies that install nginx do not disable the default site. This can be done though, as shown in this testing setup (this is a setting for the library that installs nginx on Debian - there is a similar option for the Redhat one): https://github.com/savagegus/ansible-consul/blob/4fd976c0b9bb9241b3bd662ea97d89be316fd030/test/integration/ui/default.yml#L4-L5
