Remove the need to set NODE_ENV=test when launching a packaged app for mock network

Currently, when running the packaged version of WHM for Mock network, there is a need to set the env var NODE_ENV=test. We shall remove this and pass the necessary flags in the safeApp initialisation options analogous to how we do it for the browser, so the WHM for dev can be launched by simply double-clicking its executable.
