Steps to repeat:

  1. run a program that causes the CPU to upgrade its thermal pressure
  2. note thermal pressure: fair in the hot dropdown
  3. end the program and allow the computer to cool
  4. note the temperature goes down to its normal temperature but thermal pressure still says "fair"
  5. quit Hot and open it again
  6. note temperature is the same but thermal pressure is now "normal"

I can also confirm it happens on my MacBook Air M1 on macOS 14.5.
It is missing Nominal -> Fair events, too.
