Event when SIP participant is speaking not send

Hello everyone,

First of all, thank you for this fantastic project! We really enjoy using LiveKit and appreciate the high-quality experience it provides.

It’s great to see the SIP Gateway under active development; we're excited about the progress being made.

We recently set up the SIP Gateway and have it running smoothly. However, we’ve encountered an issue: when a SIP participant speaks, the "is speaking" event does not trigger in the frontend. This event functions as expected for other participants, but we’re not seeing the same behavior for SIP participants.

Could you please let us know if this is a bug or if it’s simply an unimplemented feature at this stage?
