Mint-Y: use a more neutral color for non active open apps on the panel #430

Issue

In Mint-Y non active applications that are open (I mean, all open applications but the current one being used) have the same lower border highlight as the active window on the panel. This can be somewhat distracting due to the fact that Mint-Y now uses more vibrant colors that are more noticeable.

As a brief example, I have below two images, one of the Mint-Y-Dark-Blue theme and another similar theme:

  1. Mint-Y-Dark-Blue
    mint y dark blue

  2. A similar theme with a different highlighting
    c black

Proposed Solution

A more neutral highlight for non-active open windows (like the one in 2. does) could be more adequate.
