Download links are broken

The download links on https://lbfm-rwth.github.io/carat/ and https://lbfm-rwth.github.io/carat/doc/index.html are broken (the latter even contains "TODO" in the text).

To fix that, I suggest to make a release (see issue #32) and then update the links to point to those release tarballs (see also issue #86, which also mentions the broken download links; but it is much broader in scope, and I think a fix for this is need sooner rather than later -- right now, a very bad impression is left to people who find CARAT via one of the above pages and then are unable to download it).

@DominikBernhardt I am not sure if you have any time to work on this; but "someone" really ought to take care of it; right now, carat is left in a semi-broken state which is a pity considering all the efforts we put into migrating it to GitHub and updating it.
