Confusing Page Hierarchy

What happened?

Attempting to publish a page, page meta is:

<!-- Label: services -->
<!-- Label: page-title-label -->

I get an error and the expected root page does not exist

What did you expect to happen?

I would expect the new parent pages to either be created or updated.
