rancher charts should use helm repo instead of git repo #12

Proposal

The extra rancher charts that are consumed from https://github.com/rancher/charts
actually have a proper Helm repository at https://charts.rancher.io

Those charts should point at the Helm repo for immutable artifacts and ArgoCD performance.

Note

It's unclear how versioning between different rancher works with that particular Helm repo.
