The special problems outlined in the issues #5457 and #5464 indicate that it might be useful to discuss the problem of linking in a more general way.
What is implemented right now seems to impose the following restrictions:
Links - using the standard procedure of the interface - can only be established between elements on the same hierarchical level, although it is possible to drag around the link element after it has been created and thereby evade the restriction imposed by the interface.
I am not sure wether it is a good idea to impose technical limitations on the editors, who in the end have to decide what makes sense from a structuring perspective,
I think what is needed in general is more flexibility on the one hand, but it should be implemented without going crazy with the linking options. One way of doing that would be to
Allowing to link a page to the next element, independent of the next structural level. Editors can than drag the linking page to lower levels in the structure tree if it is necessary. Linked pages in structure elements nested deeper in the hierarchy should of course also be repeated in the higher hierarchical levels when exported. (=same behaviour as it is implemented for normal pages)
Allowing to link a page to more than two structural elements for example by clicking on the first created "page link element" and creating an additional link to the next division.
